Stocks give up early gains, Trump signs budget bill

Stocks (^DJI, ^GSPC, ^IXIC) are flip-flopping, with the technology (XLK) and utility (XLU) sectors leading the way. The energy (XLE) and consumer discretionary (XLY) sectors are most in the red. Keith Bliss of Cuttone and Company joins us live from the floor of the New York Stock Exchange to talk markets.
